I have contacted the Standard Chartered Bank and they tell me that Wise transactions show up as local transfers in my account, although I am transferring from my USD or GBP accounts. The PRC does not show any transactions.

Since I am already late, is it possible to file the freelance earning in my taxes (treated under 1% tax) and look into this matter with the bank later? Is it necessary to attach the PRC with my filing right now?

Yes, you can file your freelance income tax return now, even without the PRC.
The PRC is usually required as supporting evidence for foreign remittance but not always at the filing stage.
You may declare the income based on your bank statement/transaction history for now.
Later, you can coordinate with Standard Chartered and Wise to obtain proper PRCs if needed.
Keep all transaction proofs in case FBR asks for verification.
