It is completely understandable that you feel overwhelmed. Tax laws for digital creators in Pakistan can be confusing, and seeing a large chunk of your hard-earned USD disappear into "withholding tax" is frustrating.
The good news is that the government actually wants to encourage people like you, and there are ways to drastically reduce those deductions.
1. Why are you being taxed so much?
Banks in Pakistan are required by the FBR to deduct a higher withholding tax on foreign remittances if the receiver is not a "Filer" (someone who files tax returns) or if the income is not registered as an "IT Export."
* Non-Filers: Can face withholding rates as high as 10% to 30% on certain transactions.
* Registered Freelancers: Can get this reduced to as low as 0.25% to 1%.
2. How to fix this (The "Filer" Path)
To stop the heavy deductions, you need to move from being an "undocumented" earner to a "registered" one.
* Step 1: Get an NTN: Register on the FBR Iris portal to get your National Tax Number. It’s free and can be done online using your CNIC.
* Step 2: Register with PSEB: The Pakistan Software Export Board (PSEB) is the magic key for YouTubers and freelancers. If you register with them as a freelancer:
* Your tax rate on foreign earnings drops to 0.25% (under current rules).
* Banks will recognize your income as "IT Exports," which carries major tax benefits.
* Step 3: Open a Freelancer Digital Account: Most major banks (HBL, UBL, Meezan, etc.) now offer specific Freelancer Accounts. These accounts are designed to receive USD and often come with built-in tax facilitation.
3. Can the Bank teach you?
Short answer: No.
Bank staff are experts in banking, not tax law. While they can help you open a "Freelancer Account" or provide a "Tax Withholding Certificate," they are legally not allowed (and usually not trained) to give tax advice or file your returns. If they give you wrong advice, the FBR will hold you responsible, not the bank.
4. Who can help you? (Professional Help)
Since you're earning $100–$500, you don't need an expensive corporate lawyer. You need a Tax Consultant who specializes in freelancers.
* Befiler: This is the most popular app/platform in Pakistan for people like you. They have a dedicated "Freelancer" section. They charge a small annual fee (usually a few thousand rupees) and handle your NTN, PSEB registration, and tax filing for you.
* Taxumo / PakTax: Similar digital services that are much cheaper than hiring a private consultant.
* Local Tax Practitioners: You can find "Tax Consultants" in your city. Just ensure they understand "Export of Services" (Section 154A of the Income Tax Ordinance), as many old-school consultants only know about shopkeeper or salary taxes.
Summary of Next Steps
* Don't panic: Your income is currently small, so you aren't in "trouble," but you are losing money to taxes unnecessarily.
* Download "Befiler" or visit their website: It is the easiest way for a beginner to see how the process works.
* Ask your bank for a "Freelancer Account": Once you have an NTN, tell your bank you want to receive your YouTube payments as "IT Export" earnings.
