I had been a Non resident Pakistani for 22 years, working globally, as an NRP I had to become a tax filer in 2018 due to a property purchase in Pakistan and have been a tax filer since.  3 years ago I came back to Pakistan and started working as a freelance consultant registered with PSEB. I am working directly for clients in the Far East,  USA and Canada. I had earned around 100 K USD last year, some of my earnings are still outside Pakistan due to the necessity of business like international travel and business promotion, subscription fee payments, etc.  Also, I am looking at a possibility of moving abroad due to problems with the internet and other business issues, so it will help me in starting my business venture outside Pakistan.    

My questions are:  

1. Is it necessary that I bring all earnings to Pakistan and then declare the earnings and pay 0.25% tax or  

2. I can file a return, pay due taxes  @0.25% and keep a portion of my earnings outside Pakistan as foreign assets held outside Pakistan and declare it in the wealth statement as well.

3. In case I decide to bring the remaining amount to Pakistan this year or next year, do I have to pay taxes again, or will it be withheld by the receiving Bank or will it be treated as remittance?

First of all you're requested to keep asking one question in a post as per rules of Ask TaxationPk

However, let's come to your questions;

1 & 2. No, it's not necessary to bring all the money into Pakistan. However, you should declare all the money (in your wealth in PKR) even if is outside Pakistan (in digital wallets).

3. Your income will be taxed when it's brought back to Pakistan and mostly probably taxes will deducted at source.
