I spend a lot on my prepaid cellular balance every month and I noticed a significant amount of withholding tax is deducted, so I want to know if I can get that money back when I file my return.

Yes, the withholding tax on prepaid cellular balance is adjustable against your final tax liability.
If you are a salaried individual, you report it in FBR’s Form 3 with employer and claim adjustment in salary tax (Before June).
The deducted tax is treated as an advance tax and can reduce the total tax payable.
If the withheld amount exceeds your tax liability, you can claim a refund.
Keep all mobile bills and payment receipts as proof for filing.
