Can we deduct 1/5 charges of repair to calculate WHT on rental income?

if i am a withholding agent and I have to deduct tax should i deduct 1/5 charges of repair to calculate tax amount

At the time of payment of rent you have to deduct tax as per withholding slab rates, deduction of 1/5th portion of rental income shall be admissible at the time of filing income tax return, and that will be deducted by the person in his income tax return, who is receiving the rental income.
