Aoa. Is it confirm that tax on dividened is increased from 15% to 25%? and what about non-filers?

No, it's not fully confirmed that all dividends tax has been raised from 15% to 25%. But, dividends from mutual funds deriving 50%+ of income from profit on debt have been increased to be taxed at 25%.

For non-filers, withholding rates are generally much higher (often double) — e.g. 50% in some dividend-cases.
