This designation allows individuals to represent taxpayers before the Federal Board of Revenue (FBR) and provide professional tax consultancy services. To qualify, you must meet certain academic and professional requirements, complete practical training, and follow the official application process.


Qualifications to Become an Income Tax Practitioner

To register as an ITP, you must fulfill the following criteria:

1. Academic or Professional Qualifications

You should hold one of the following degrees or certifications:

  • Law Degree – At least in second division.
  • Commerce Degree – With Income Tax Law and Accounting or Higher Auditing as subjects.
  • Business Administration/Management Degree – With Accounting and Income Tax Law as subjects.
  • Accounting Certifications (any of the prescribed examinations):
    • Final examination of the Institute of Chartered Accountants of Pakistan (ICAP).
    • Final examination of the Institute of Chartered Accountants (ICAEW, England, Wales, Scotland, or Ireland).
    • Final examination of the Society of Incorporated Accountants and Auditors, London.
    • Part-III examination for Cost and Management Accountants conducted by the Institute of Cost and Management Accountants of Pakistan (ICMAP).
    • Certified Public Accountant (CPA – USA).

Note: Degrees must be from a university incorporated under Pakistani law, Azad Kashmir, or a recognized foreign institution.

2. Apprenticeship/Experience Requirement

In addition to the degree, you must complete at least one year of continuous apprenticeship under supervision of one of the following professionals:

  • Chartered Accountant.
  • Cost and Management Accountant.
  • Legal Practitioner (entitled to practice in a civil court in Pakistan).
  • Registered Income Tax Practitioner.

The supervising professional must have been registered for at least ten years before acting as your mentor.


Application Method for Registration

Once you meet the qualification and apprenticeship requirements, you must apply formally.

Step 1: Submit Application

  • A written application must be filed with the Chief Commissioner, Regional Tax Office (RTO).

Step 2: Attach Required Documents

The application must include:

  1. Treasury Receipt – Rs. 500 deposited in a Government Treasury (non-refundable application fee).
  2. Supporting Documents – Educational certificates, apprenticeship proof, and any other documents required by the application form.

Step 3: Fill the Prescribed Form

You need to complete Part X of the First Schedule to the Income Tax Rules, 2002, which asks for:

  • Full Name (block letters).
  • Father’s Name.
  • Residential Address.
  • Date of Birth.
  • Academic/Professional Qualifications.
  • Current Occupation.
  • Apprenticeship details (mentor’s name, designation, and duration of training).
  • Declaration of eligibility, confirming that:
    • You are not insolvent.
    • You are not disqualified from representing taxpayers.
    • Two years have passed since resignation from Inland Revenue (if previously employed for two years or more).
    • You have not been convicted of any tax-related offense.

Approval and Registration

  • The Chief Commissioner, RTO, will review your application and conduct inquiries.
  • If satisfied, your name will be entered into the official register of Income Tax Practitioners.
  • Registration continues unless:
    • You surrender it voluntarily.
    • It is terminated due to misconduct.
    • It ceases upon death.
