How to Create & Pay ATL Surcharge to Get Active Again

This guide outlines the process of creating and paying the 2024 ATL surcharge for individuals, Associations of Persons (AOPs), and companies. Your taxpayer status may become inactive on November 1, 2024 if you haven’t filed 2024 tax-returns. If you have filed 2024 tax return after due date, October 31, 2024 then you will need to pay ATL Surcharge to be included in active taxpayer list again.

Register your business in Pakistan in Rs. 1500 only.

Companies don’t need to pay ATL Surcharge to become active, if they file 2024 tax-returns before December 31, 2024.

ATL Surcharge Amounts (2024):

  • Individual: PKR 1,000
  • Association of Persons (AOP): PKR 10,000
  • Company: PKR 20,000

Steps to Create PSID for ATL Surcharge (2024 via IRIS 2.0 New Portal):

You can easily create challan for ATL Surcharge online by following these steps.

  1. Visit Iris 2.0 Portal
  2. Select Income Tax and then Misc in e-Payments Menu.
  3. Select Tax Year as 2024
  4. Select Type CNIC for Individual and NTN or Reg Inc No for AOP and enter your details in next tab.
  5. Select Tax Payment Section as 920601 – 182 (A) – Surcharge for ATL
  6. Enter Amount in Figures. 1,000 for Individuals, 10,000 for AoPs and 20,000 for Companies.
  7. In Particulars of Payments enter amount again in figures under Amount
  8. Please review your e-Payment details carefully and click CONFIRM button for confirmation, or click BACK button to make changes.

Steps to Create PSID for ATL Surcharge (2024 via FBR Old Portal):

You can easily create challan for ATL Surcharge online by following these steps.

  1. Visit eFBR – Taxpayer Facilitation Portal
  2. Select Income Tax in e-Payments Menu.
  3. Select Tax Year as 2024
  4. Select Type CNIC for Individual and NTN or RegInc No for AOP and enter your details in next tab.
  5. Select Tax Payment Nature as Misc.
  6. Select Tax Payment Section as 920601 – 182 (A) – Surcharge for ATL
  7. Enter Amount in Figures. 1,000 for Individuals, 10,000 for AoPs and 20,000 for Companies.
  8. In Particulars of Payments enter amount again in figures under Amount
  9. Enter your Email Address and Hit Create Button at the bottom.
  10. Please review your e-Payment details carefully and click CONFIRM button for confirmation, or click BACK button to make changes.

How to Pay ATL Surcharge 2024?

If you confirmed your e-Payment details, a Payment Slip ID known as PSID will be generated which is usually a 9-digits number. Which can be paid via following methods.

  • NetBanking: Go to your Bill Payments or Government Payments Section and Select FBR under Tax Payments (if any). Enter the 9-digits generated PSID number and pay it after confirming your details. Payments can be done via all the banking apps including wallet payments like easypaisa and JazzCash etc.
  • 1Bill Payments: You can also search for 1-Bill in your banking apps and pay your PSID. However, you will need to enter 999999 before PSID number you generated if you’re paying your PSID via 1Bill.
  • Banks and Easypaisa Shops: You can take a print of your PSID by clicking Print botton and visit your nearest bank for payments of your Taxes or ATL Surcharge.

Upon Successful Payments of ATL Surcharge & filing tax-returns of 2024, you will become Active (Late Filer) within 3 to 5 hours.

  • Keep copies of all relevant documents for future reference, including your CNIC/NTN number, surcharge rate confirmation, fine amount confirmation (if applicable), and payment confirmation receipt.

    I have paid rs1000 surcharge for inclusion in ATL list on 4th June 2024 and I checked today(6th June 2024) I am still not in active tax payer list. what can be the reason? and how long does it take to be in the list?

      there are two issues which had been observed generally

      1st the list has not been updated from 2022 .. and the active list. that is why you have to file the return from 2022 and the surcharge challan of 2022

      2nd the return of 2024 was not file by the person they only try to pay challan.

      May be this will help you.

    1. No, status changes automatically only on March 1st each year. If your status is in-active this mean you will have to file tax-returns of 2023 and pay atl surcharge of 2023 only then you can be activated.

    Last year when I submitted Late Surcharge, I was immediately placed on ATL and my status was showing Active. But this time it’s been over a day n I’m still shown inactive. How can we pursue this?

      Yes, after paying ATL and filing return of past year one is updated in ATL, if its not the case please check whether return is actually submitted and ATL Challan is clear (get its CPR).
      And next time try and submit return within due dates, i.e July 01 till September 30. Late returns are qualified for “Audit Selection”.

  4. i filed tax return of tax year 2023 in Jan, 2024 and did not pay the surcharge. So, i was not included in ATL. However, the tax year 2023 is over now and i filed tax return of 2024 on 13 Jul, 24. Again i am not included in ATL. What can be the reason.

    1. If you want yourself to be in ATL you should pay ATL Surcharge for 2023 due to late filing. Otherwise wait for March 1, 2025 and you will be automatically activated on the basis of filing 2024 tax-returns on time.

      You can file Tax Return by Logging In your Iris account. You might have been issued a notice to File Tax Return.
      The consequence can be blockage of your SIM.

    Hi, I’m a non-filer never paid income tax since my NTN was registered by my Employers in year 2005; I’ve been getting notices since 2014 to file the returns with FBR (the FBR Inbox having 8 notices by 2024). Few days back I got email by FBR threatening to block SIMs etc in my name

    I’m gonna be a filter now, how to proceed as should I pay tax for TY2024 only (any late payment penalties etc?) or would I need to file or Returns laying pending to be filled from TY2014?

    Assalamualaikum
    I am a salaried person. I first time filed tax return for year 2023-2024 as my salary becomes taxable in this year only. I also filed tax returns in my inbox including 2020, 2021, 2022 and 2023.

    I also paid ATL surcharge 1000. But my status is still showing as Active (Late Filer). I want to ask when my status will be showing Active instead of Active (Late Filer).
    I have heated that status will become Active on 1st October automatically.
