Islamabad, Pakistan: In a significant disciplinary action, the Federal Board of Revenue (FBR) has removed an Inspector Customs from service for unauthorized absence from duty. The action was taken following an inquiry and subsequent departmental proceedings.
Case Details:
Mr. Muhammad Ali Ijaz Malik, Inspector Customs (BS-16), attached to the Collectorate of Customs (Enforcement), Lahore, was placed under suspension in June 2024 for unauthorized absence from duty. A formal inquiry was conducted by an Inquiry Officer, who found the charges of “Misconduct” under the Civil Servants (Efficiency & Discipline) Rules, 2020, to be substantiated.
The Inquiry Officer recommended the major penalty of “Removal from Service” for the accused officer. Subsequently, a Show Cause Notice was issued to Mr. Malik, who responded to the allegations and requested a personal hearing.
Personal Hearing and Decision:
A personal hearing was conducted via video conference, where the accused officer reiterated his defense. However, the Member (Admn/HR), FBR, after reviewing the inquiry report, the Show Cause Notice, the accused officer’s response, and the submissions made during the hearing, found the charges of misconduct to be proven. Consequently, the Member (Admn/HR) imposed the major penalty of “Removal from Service” on Mr. Malik.
Appeal Rights:
The accused officer has the right to appeal against this decision to the Appellate Authority under the Civil Servants (Appeals) Rules, 1977, within 30 days of receiving the notification.
Significance of the Action:
This disciplinary action serves as a strong message to all civil servants about the importance of adhering to duty and maintaining high standards of professionalism. Unauthorized absence from duty is a serious offense that can have significant consequences, including dismissal from service.
The FBR’s decision to impose the major penalty of “Removal from Service” demonstrates its commitment to maintaining discipline and accountability within the organization. This action will serve as a deterrent to other civil servants and reinforce the importance of adhering to their duties and responsibilities.
