Karachi, Pakistan: The Federal Board of Revenue (FBR) has embarked on a significant transformation with the launch of the Faceless Customs Assessment (FCA) system in Karachi. This initiative, a key component of the FBR’s Transformation Plan approved by the Prime Minister, aims to revolutionize customs clearance processes.
Starting today, all import goods declarations filed after 12:00 AM in the Appraisement Collectorates of Karachi will be routed to the Central Appraising Unit (CAU) for assessment. The CAU, established at the South Asia Pakistan Terminal in Karachi, will handle the assessment process, marking a significant shift in how customs operations are conducted.
FCA is expected to bring about several key improvements, including:
- Reduced Clearance Times: By streamlining the assessment process, FCA aims to significantly reduce the time taken to clear goods at customs.
- Enhanced Transparency: Centralized assessment will enhance transparency and minimize the potential for human error and corruption.
- Improved Efficiency: The system is designed to improve operational efficiency and facilitate smoother trade flows.
To further enhance the system’s effectiveness, the FBR has introduced an incentive-based performance management mechanism for appraising officers. This system will reward officers who demonstrate diligence and integrity in their assessments.
Furthermore, the FBR is revamping the eligibility criteria and licensing regime for Customs Clearing Agents. A new points scoring system will be implemented to incentivize accurate and honest declarations. Agents who consistently provide accurate and complete information will earn higher scores, while those who fail to meet the standards may face penalties, including potential license cancellation.
The successful implementation of FCA in Karachi will pave the way for its gradual rollout to other ports and border stations across the country. This transformative initiative reflects the FBR’s commitment to modernizing customs operations and creating a more efficient and transparent trade environment.
