Experts Propose Establishment of National Tax Authority to Replace FBR

Islamabad, Pakistan: Two independent tax experts have proposed the establishment of a National Tax Authority (NTA) to replace the Federal Board of Revenue (FBR).

The experts, Haroon Khawaja and Dr. Ikramul Haq, presented their proposal to the Senate Standing Committee on Finance and Revenue. They recommended that the current workforce of the FBR apply to join the NTA based on merit, with those not selected being absorbed into other departments or offered a golden handshake.

The NTA would have financial autonomy and authority, similar to the State Bank of Pakistan. Its chairman and board members would be appointed through a parliamentary oversight process. The NEWS

The experts emphasized the need to reduce the reliance on indirect taxes and increase the tax-to-GDP ratio. They also highlighted the importance of addressing corruption and ensuring transparency in tax administration.

The Senate panel was also briefed by the Asian Development Bank (ADB) on its plans to provide $6 billion in funding to Pakistan over the next three years. The ADB acknowledged receiving complaints about alleged corruption in the Peshawar Bus Rapid Transit (BRT) project and stated that an investigation is underway.

The establishment of a National Tax Authority could be a significant step towards improving tax administration and increasing revenue generation in Pakistan.
