Excise to Roll Out New Property Tax Rates from January 1

RAWALPINDI, PAKISTAN: The Excise Taxation and Narcotics Control Department (ETNCD) is set to implement significant increases in property tax rates across all six districts of the Rawalpindi Division starting January 1, 2025. Residents of Rawalpindi, Attock, Jhelum, Chakwal, Talagang, and Murree will receive their new tax bills shortly, marking a considerable change in the property taxation landscape.

In a move to recalibrate the tax system, the department has developed a new formula to assess luxury property tax. This new approach will base future property taxes on the Deputy Commissioner’s (DC) rates in each district, replacing the previous rates established by the ETNCD.

Tax bills reflecting these new rates will begin distribution on November 15. Taxpayers must ensure that they submit their domestic and commercial property taxes according to the new rates beginning January 1. Notably, those who have already paid their property tax by the October 31 deadline will be exempt from these new rates.

The adjustments signify a substantial increase of 20-35% in property tax compared to previous years, aimed at boosting tax revenue and helping the department meet its financial targets for the current fiscal year. Express Tribune

In addition to the property tax changes, the ETNCD has also upgraded its smart computerized card system for vehicle and motorcycle registrations. This upgrade will enable the processing of all pending registrations from the previous year, with distribution of the smart cards now being conducted through Pakistan Post.

Furthermore, the department is privatising the number plate system for new vehicles and motorcycles, allowing vehicle owners to create their own number plates.

As the implementation date approaches, residents are encouraged to stay informed about the new tax rates and ensure compliance to avoid any penalties.
