Gwadar Port Expansion – FBR Allows Duty-Free Vehicle Imports

FBR approves duty-free vehicle imports for Gwadar Port & Free Zone, facilitating development and operations under new regulatory rules.


Gwadar Port and the Gwadar Free Zone Area have received a significant regulatory boost as the Federal Board of Revenue (FBR) has granted duty- and tax-free import privileges for vehicles used in their construction, development, and operations. Through SRO 82(I)/2025, issued on Monday, the FBR has set forth a regulatory mechanism ensuring that only eligible concession holders and their operating companies benefit from these exemptions.

Under these newly introduced rules, importers must provide detailed information about vehicles intended for import, demonstrating their necessity for activities directly linked to the port and free zone. The authority responsible will verify these requirements, aligning them with the Pakistan Customs Tariff’s provisions under PCT Code 9917(3)(iii). The process also includes the regularization of vehicles imported before the implementation of these regulations to ensure compliance and transparency.

A structured approach has been adopted to regulate operational vehicles, allowing for a limited number of motor cars, 4×4 pick-ups, and transport vehicles such as coasters or buses for workers. Additionally, to qualify for these exemptions, importers must submit a Declaration Form signed by their chief executive officer and certified by the Gwadar Port Authority’s chairman. This certification ensures that all imported vehicles strictly adhere to the genuine requirements of the construction and operational framework.

This policy aligns with Pakistan’s broader objectives of facilitating investment and infrastructure development in Gwadar, reinforcing its strategic significance as a key trade and logistics hub.
